When a rezoning or site plan application would add 5% or more daily trips to an already congested road (rated D, E, or F), or when a new development clusters near several recent ones, NDOT would be required to study the cumulative traffic and multimodal impact within a two-mile radius. The analysis must be shared with the district council member and the Planning Commission, and any recommended road or multimodal improvements must be folded into the Capital Improvements Budget.
